Details of the Syrian National Initiative

A call for unity between Syrians and all the forces of the true Syrian revolution, in addition to those wishing to join from regime areas whose hands are not stained by blood and corruption, to participate jointly in building a new democratic Syria and to give priority to the Syrian public good to save the country.

After the chaos and great disintegration that Syria has been witnessing for many years, and after Turkey clearly declared its support for Assad in the face of the autonomous administration project in northern and eastern Syria, and also after the Arab countries raced to normalize relations with Syria, the Assad regime.

Through this initiative that I have formulated, I see that taking advantage of the economic and military power in northern and eastern Syria will be a solution to pressuring political change in Damascus to implement the outcomes of International Resolution 2254 with the participation of all Syrians. Its components without exception, and after Turkey took control of decision-making power in the Syrian political and armed opposition. It announced its participation and support for Assad and his allies. The Syrians feel that everyone has abandoned the Syrian people, and this feeling is prevalent among all the Syrian people, whether they are loyalists, opponents, or gray, and the political decision has been lost and has become dependent on Turkey, Iran, and Russia. .

 Therefore, through this initiative, we call on all Syrian national forces, including parties, institutions, movements, and individuals, to support the National Rescue Initiative and to unite together and participate. We call for the return of Syrian army officers who defected from the Ministry of Defense, politicians, activists, and all national figures who were excluded from Syria. In order to work together to unite Syrians politically, militarily, and in the media, and to form an effective popular force to achieve the following goals: 

 

1- Unifying all Syrian forces under one national umbrella, with the participation of the Autonomous Administration in northern and eastern Syria politically and militarily, and all Syrian forces in a fair and equal partnership to participate in the political decision and distribute wealth fairly under a legal constitutional umbrella.

2- Holding presidential and parliamentary elections under the supervision of the United Nations and with the participation of free media in accordance with the outcomes of Resolution 2254 and its annexes.

3- The voluntary return of the displaced and refugees in Turkey and all neighboring countries to the areas that will be supervised by the Autonomous Administration in northern and eastern Syria and the rest of the national forces in partnership with the United Nations and the competent authorities in preparation for their return to their regions, cities and towns, and compensation for those affected with the support of all unified Syrian forces. 

 

4- Release detainees, compensate those affected, try war criminals from the Syrian regime and the rest of the armed forces without exception, and form a fact-finding committee to follow up on the file of missing and forcibly disappeared persons. And also compensation for the victims' families.

5- That the system of government in Syria be federal and decentralized, and that the Kurdish issue be resolved within the Syrian constitution, and that their language be recognized as a cultural bearer of their just cause within a unified Syria, in addition to guaranteeing the rights of all minorities in Syria and respecting the culture of all components and ethnicities of all sects that make up the Syrian homeland. .

6- The expulsion of all foreign, extremist and Syrian terrorist elements from the country, the disengagement of all political and military forces from external ties, and the independence of Syrian decision-making.

7- Fighting all extremist militias that refuse to hand over weapons and have their own projects and submitting them to fair trials. 

 

We note that the leadership of the Democratic Syria has previously officially announced its welcome and approval of these provisions that can be expanded and discussed by meeting all Syrians and adding or amending national provisions in the matter of the essence of the initiative and the general national interest.
